I think that she allows him to have the dragon. Why? Because at the very beginning Great Aunt keeps complaining about how in her childhood they gave great homage to the dragon because it was royal. But then at the very end she says it's just like the dragon's in her childhood. And that is a very good compliment. That's why I think Great Aunt would let Peter keep the dragon.
I think that she lets him have it because he did a lot of work to get it to look new again. Also because Grate Aunt wants to have a dragon roam the streets once again.
I think she allows him to have the dragon because she thinks it would be a great activity for him to do during summer. Summer is three (3) months long, so it would give a lot of time to get the dragon better and healthy. I also think that she lets him have it because it is the last dragon and she wants to see it happy and healthy not lonely and sad. Last but not least since Peter could not have done it by his self it would teach him manners and he would make new friends.
I think that she did it because she saw that he liked it o much. I also think that she remembered that she had a dragon in her life when she was little. Also the dragon is apart of the Chinese culture. I think that she also felt that it was special to Peter.

Currently I teach 4th grade, I am the mother of 2 kids: my hero, a son who served 2 tours of duty in Iraq as a U.S. Marine and a awesome daughter in middle school.
I think she lets him have the dragon because, she might want to have dragons parading through the streets again.

I think she like the dragon because the stor says that when peter wock up the jaws was fixs over night.
